I say don't worry about the HICAS until it breaks. And please remember that if the light comes on once in a while, check the power steering fluid level before attacking the HICAS. As far as what happens when it breaks, I can't say. Im told the HICAS only moves the rear wheels one degree left or right (equivalent of one inch). Absolutely no reason not buy an otherwise sound TT. But be prepared to invest. TT's are expensive to maintain, but well worth it. God willing, I will never part with mine. Good luck with your decision and I hope you choose to buy.
